Congress Refusal to Secure The Southern Border Violates Its National Security Mission
By Capt Joseph R. John, January 7, 2019: Op Ed #421
For the last 75 years, the US Congress voted hundreds of billions of dollars to fund the US Armed Forces to protect the borders of many foreign countries, and to fund the construction of their border walls. To date, 65 countries and the Vatican have built border walls, which have actually prevented the incursion of unwanted and dangerous entrants. For the last 2 years, the 51 Republican Senators have been unable to get the 60 votes required to fund $5 billion for border security, yet the US Senate appropriates $50 billion annually for Foreign Aid.
The US Congress voted to provide funds to build border walls in Egypt, Israel, Jordan, South Korea, Germany, Iraq, Panama, Morocco, Greece, Thailand, Lithuania, Latvia, Afghanistan, Estonia, Saudi Arabia, Poland, Panama, etc. Annually, the US Congress votes to provide national and border security by 39,000 US military personnel in Japan, 34,805 in Germany, 23,000 in South Korea, 8475 in Afghanistan, 5,250 in Iraq, 2500 in Syria, and thousands of military personnel in Italy, France, Kurdistan, England, Scotland, Panama, the Philippines, Australia, Jordan, Egypt, Saudi Arabia, Lithuania, Latvia, Estonia, Poland, etc.
For over 240 years, one of the missions of the US Army has always been to protect the international borders of the US. In the past, the US Army was assigned to protect the Canadian border from the invasion of British Redcoats, the southern border from the Apaches raiding the southwest from their safe havens in Mexico, from the banditry raids of Pancho Villa into Texas, from the infiltration of Nazi spies through the southern border in the 1940s, from Communists incursions into the US from the southern border for the past 90 years, and since 9/11, to protect the nation from incursion of Radical Islamic Terrorists.
The Bush and Obama administrations previously mobilized as many 6,000 members of the National Guard to back up the US Border Patrol, to prevent the entry of convicted criminals Illegal Aliens, MS 13 gang members, drug smugglers, Radical Islamic Terrorists, Illegal Aliens, human traffickers, etc. through the wide open southern border. The Trump administration federalized 4,000 National Guard Troops to back up and supplement the US Border Patrol, then mobilized 5,200 Active Duty Military personnel to back up the US Border Patrol.
The Texas Department of Public Safety regularly employs the Texas National Guard to support law enforcement in interdicting drugs being smuggled across Texas’ southern borders. The previous and current Governors of Texas stated that the Texas National Guard works well with Texas Law Enforcement. In the state of Texas alone, over 245,000 convicted criminal Illegal Aliens have been arrested for armed robbery, kidnapping, murder, rape, assaults, human trafficking, car theft, drug smuggling, drug dealing, burglary, prostitution, larceny, home invasions, etc.
The United States is the only major country in the world that has a 2,000 mile long, wide open international border. The security of international borders of the United States and enforcement of US Immigration Laws, has always been one of the National Security Missions of the Congress. The US Army Joint Task Force North has a Drug Smuggling Prevention Mission. In support of that mission, the US Corps of Engineers has constructed 62 miles of roads adjacent to the southern border, and has constructed border barriers to prevent drug smuggling. The US southern border, has 52 Legal Ports of Entry spread across the 2,000 mile border; there are many wide open spaces, without any barriers in between the 52 Legal Ports of Entry.
On January 4, 2019, the Secretary of Homeland Security reported that in 2018 alone, 3057 Illegal Aliens, from countries where terrorist have bases and/or others have been identified as having communicated with suspected Radical Islamic Terrorists, were apprehended and arrested while trying to penetrate the wide open southern border. The apprehension rate of Illegal Aliens at the border has always been assumed to only catch 50% of all illegal entrants, since there has never been a walled barrier to interdict illegal entrants. There is a strong possibility that in 2018, an equal number of Illegal Aliens from countries with terrorist bases or who have communicated with Radical Islamic Terrorists, avoided apprehension, and may have been able to enter the United States through the wide open southern border.
Annually, Illegal Aliens receive billions of dollars in food stamps, emergency room medical treatment, housing allowances, and the children of Illegal Aliens who cannot read or write English, slow the progress and degrade the education of millions of American students in public schools. Illegal Immigration has been changing the character of the Republic, undercutting the rule of law, and spawned a sinister lobby of “Open Border” advocates who have created over 380 sanctuary cities and 8 sanctuary states.
It is the responsibility of 21,000 US Border Patrol Agents (currently 2,000 Agents under strength) to protect the US International borders. US Federal Immigration Laws are enforced within the United States by 20,000 US Immigration and Customs Enforcement Agents (ICE Agents). It is the responsibility of ICE Agents to apprehend over 20+ million Illegal Aliens, who have violated US Federal Immigration Laws by illegally entering the United States. ICE Agents have been focusing their efforts of apprehending the large number of convicted criminal Illegal Aliens; in the course of rounding them up, they also incidentally apprehend other Illegal Aliens.
The attempt by 20,000 ICE Agents to locate over 20 million Illegal Alien residing internally within the US, after they have penetrated the border, is no longer feasible. The 380 sanctuary cities and the 8 sanctuary states have interfered with the enforcement of US Federal Immigration Laws by prohibiting local and state law enforcement officers from cooperating with ICE Agents. This has made the once ordinary apprehension process of transferring jailed Illegal Aliens from local law enforcement agencies to ICE Agents unworkable, and has substantially increased the dangers to ICE Agents.
Thousands of convicted Illegal Aliens serving prison terms in sanctuary cities and states upon completion of their sentences or upon release because of overcrowding, continue to be released directly into the general population, instead of being handed over to ICE Agents for deportation to their countries of origin.
Many of those criminals Illegal Aliens return to crime, including the sale and smuggling of drugs. In 2017, 62,000 Americans died from the scourge of opioids smuggled into the US, and in 2018 the number will be over 71,000; those are more deaths than the deaths in the US from breast cancer.
Despite state laws prohibiting law enforcement officers in sanctuary cities and states from cooperating with ICE Agents, ICE Agents still apprehended over 212,600 convicted criminal Illegal Aliens in 2018, up from 105,736 convicted criminal Illegal Aliens in 2017.
The US Nationality Act requires the enforcement of US Federal Quarantine Laws. Those Quarantine Laws were once enforced meticulously on Ellis Island for every immigrant who ever entered the United States. Today US Quarantine Laws are virtually ignored as they apply to millions of Illegal Aliens crossing the wide open US Southern Border. Illegal Aliens with suspected diseases are not being quarantined for 90 days to prevent the spread of infectious diseases.
The Center For Disease Control and Prevention (CDC) cautioned that Americans are now being exposed to highly contagious disease that had previously been eradicated, by many of thousands of Illegal Aliens entering the US each week who have not been quarantined to treat those diseases. Their infections are responsible for the reemergence of small pox, mumps, polio, tuberculosis, lice, leprosy, scabies, diphtheria, staph infections, etc., infecting both US Border Patrol Agents who are in contact with them, and grammar school children in public schools who are in class with the children of Illegal Aliens.
Millions of Illegal Aliens have refused to assimilate, refuse to honor the American Flag, continue to pay allegiance to Mexico and Central American countries. The common practice of Illegal Aliens is to use US Welfare benefits to cover their living expenses, while working under the radar, and sending those untaxable wages, back to their countries of origin: those repatriated funds total billions of dollars annually and are a drain on the US Economy.
California has by far the largest number of Illegal Aliens of any state in the nation, there were 2.3 million Illegal Aliens in California in 2014, and their numbers have dramatically increased to over 4 million in the last 4 years. According to the Census Bureau, California has the highest poverty rate in the nation; nearly one in five residents are poor. While California accounts for 12% of America’s population, it accounts for one third of America’s welfare checks. California Illegal Aliens receive 1/3rd of all the food stamps issued in the United States, and has more residents on welfare than most countries in the world.
California is now the home to 22% of this nation’s homeless population. California income taxes, business taxes, sales taxes and gas taxes are the highest in the nation, in order to pay for the enormous costs of Illegal Alien welfare, medical care, student education, housing. Illegal Aliens account for 33% of all the incarcerated convicted criminal in California prisons. California has become a foreign state within the United States; 44% of Californians do not speak English at home.
Since 9/11, Illegal Aliens who should not have been within the United States have murdered 63,000 Americans and maimed thousands of other innocent Americans. Convicted criminal Illegal Aliens have terrorized border towns, robbed angel moms and dads of their murdered children, endangered and murdered law enforcement officers. Since 2003, 14 police officers have been murdered by Illegal Aliens.
All American citizens are endangered by the invasion of Illegal Aliens drugs smugglers, Radical Islamic Terrorists, MS 13 gang members from Central America, and convicted criminals Illegal Aliens who commit millions of crimes against innocent Americans. The over 20 million Illegal Aliens who have invaded the nation, in violation of US Federal Immigrations Laws, receive medical, welfare, housing, and educational financial support, at an average cost of $70,000/Illegal Alien each year (the annual welfare costs for Illegal Aliens has risen to $250 billion annually). Yet the US Senate will not appropriate $5 billion for Border Security.
The below listed article by James Simpson explains that the migrant caravan invasions (of mostly men) in November and December 2018 were not spontaneous. They were highly organized; their goal was to “degrade US Security” as explained in the article. They were organized by multiple UN Agencies, numerous “Open Borders” organizations, CAIR, MECHA, the American Friends Services Committee (a Quaker group that has had ties to the Communist Party since the 1920s), and Chicago-based organizations founded by Left Wing Activists, Emma Lozano---Pueblo Sin Fronteras, La Familia Latino Unida, and Centro Sin Fronteras Community Services Network.
The migrant caravan invasions in November and December 2018 had 100 Pueblo Sin Fronteras workers embedded with the caravans. “Open Borders” organizations and philanthropists covered the cost of chartered bus transportation, food for thousands of Illegal Aliens. Those providing funding included George Soros, International Assoc. of Democratic Lawyers (a Soviet Propaganda Front), National Lawyer Guild (a Communist front), Casa de Maryland (Communist Open Borders front), The Ford Foundation (that funds Leftists organizations), Illinois Dept. of Human Services, Catholic Legal Immigration Network, Refugee Rights, National Immigration Forum, etc.
The United States has a broken US Immigration System. The US Senate has the solemn obligation to protect American Citizens from the invasion across the wide open US southern border by Radical Islamic Terrorists, drug smugglers, criminal convicted Illegal Aliens, MS-13 gang members, human traffickers, and millions of Illegal Aliens. In November 2018 alone, 60,000 Illegal Aliens were interdicted coming across the border—most likely, an equal number were not interdicted, and entered illegally.
It is time for the US Military, to once again, guarantee the sovereignty of the Republic by protecting the borders of the United States, and by assisting in building secure border barriers, as they have done for many foreign nations over the last 75 years.

Highly Organized Migrant Caravans Are Being Supported by Taxpayer Funded American Groups and the U.N.; and They’re Using Women and Children as Human Shields
James Simpson, January 5, 2019
The migrant caravans now storming our borders were not spontaneous. They were highly organized and assisted by multiple agencies of the United Nations and numerous illegal alien advocacy groups. In the recent rushes to overwhelm the border, migrants placed women and children in front as human shields while they pelted the Border Patrol with rocks.
Two related Chicago-based organizations, Pueblo Sin Fronteras (People Without Borders), a project of La Familia Latina Unida (The United Latin Family), and Centro Sin Fronteras Community Services Network, were heavily involved in organizing the caravan. Reports claim there are at least 100 Pueblo Sin Fronteras workers embedded with the caravan.
Emma Lozano, founder of both Centro and Pueblo, is a leftwing activist and a pastor at the Lincoln United Methodist Church in Chicago. She fights deportation of illegals, and wants Illinois to become, “an Immigrant Freedom Zone.” She has stated, “We need to change America, we are all America.”
Lozano has been assisted by La Familia Latina Unida founder Elvira Arellano, an illegal alien who advocates for her fellow illegals. She was deported in 1997 but quickly returned. She was arrested again in 2002 for using a false social security number. She faced possible deportation but avoided it through the personal intervention of then Chicago Rep. Luis Gutiérrez and community pressure.
Both Lozano and Arellano work with another immigrant advocacy group, the League of United Latin American Citizens (LULAC). Additional help was provided by the CARA Family Detention Project, which offers pro-bono legal help to illegals, and the Popular Assembly of Migrant Families, a Mexico-based group that organizes caravans. Reportedly, CARA has been coordinating caravan efforts with Pueblo Sin Fronteras from bases in the United States.
Government Funding
Centro Sin Fronteras also receives donations from foundations that get government funding. The Catholic Legal Immigration Network (CLINIC) receives about 10 percent of its grant money from the government. CLINIC works closely with CARA, and distributes much of its grant money to Catholic Charities and other organizations specifically to assist immigrants in becoming citizens and to push for amnesty.
CLINIC has received at least $2.2 million from Soros Open Society foundations since 2002. The Ford Foundation, probably the largest supporter of open borders, has provided $2.9 million since 2011, according to Foundation Search.
Centro also received over $1.5 million from the Illinois Coalition for Immigrant and Refugee Rights (ICIRR) between 2010 and 2012. ICIRR in turn gets 80 percent of its funding from the state of Illinois.
From 2015 to 2017 ICIRR received $15.3 million from the Illinois Department of Human Services and other government sources, according to IRS returns. Some of the state money likely came from the federal government’s Refugee and Entrant Assistance State Administered programs, one of numerous HHS grant programs for refugees and illegal aliens. During those same years, the Illinois DHS received $24.6 million through this program.
ICIRR distributed between $11,000 and $246,000 in government grant money to each of 59 separate organizations for “Immigrant and Refugee Rights” in 2017 alone. According to its 2015 tax return, ICIRR also “provides comprehensive services to assist Illinois’ more that 325,000 legal permanent residents become U.S. citizens.”
Left-Wing Funding
The National Immigration Forum has provided at least $60,000 to Centro Sin Fronteres. NIF describes itself as a “conservative” pro-immigrant organization, but gets its funding, $5.5 million in 2016, from liberal funders, including the Soros Open Society Foundations.
Another extreme Left organization helping out is the National Lawyers Guild, labeled a Communist front by Congress decades ago. It is a subsidiary of the International Association of Democratic Lawyers, founded as a Soviet propaganda front. NLG has brought volunteer attorneys to help caravan migrants with their asylum applications.
NLG is heavily involved in the open borders movement through its National Immigration Project, and gets ample funding from George Soros and other funders that focus on immigration issues.
The Ford Foundation has provided at least $1.3 million to NLG since 2002. The NLG partners with many open borders groups, for example CASA de Maryland, an influential Maryland-based illegal alien advocacy group that also receives government money.
Dozens of Buses
Many media reports focused on the mass of caravan migrants, estimated at anywhere between 4,000 and 12,000, walking doggedly on the 1,000 plus mile journey to the border. But left unreported, the caravan made most of the trip by bus.
Journalist and filmmaker Ami Horowitz reported directly from Mexico, where he was embedded with the migrants. Horowitz said that the migrants walked some of the way, but that, “They had chartered these, almost luxury tour buses, just dozens of them.”
Horowitz said that what struck him most was the degree of organization and dollars involved. “[The buses] didn’t come from nothing, this isn’t manna from Heaven. This was highly organized, chartered, and that’s how they got this caravan… 1,000 miles across Mexico,” he said.
Horowitz estimated just the cost of providing water to the caravan is almost $1 million. He added that the Mexican government did not want the caravan in Mexico so it was always under police escort.
‘Poke Trump in the Eye’
Horowitz also revealed another major source of assistance: the United Nations. He said there were “numerous” U.N. organizations on the ground in Mexico, most prominently, the U.N. High Commissioner for Refugees (UNHCR) and UNICEF. These organizations provided “an incredible degree of services,” including mobile hospitals, children’s’ services and more. They also trained migrants how to speak to the press using words that would inspire sympathy, and gave power point presentations explaining what to tell border agents in order to apply for asylum.
According to Horowitz, in a phone interview, the UNHCR representative admitted that the UNHCR had been involved in the caravan from the beginning, and acknowledged that part of its purpose was to “poke Trump in the eye.”
Horowitz said that the goal of all the groups involved was to “Degrade U.S. security… degrade U.S. sovereignty and to create this manufactured crisis, which they did in order to push the agenda.”
Horowitz estimated the caravans to be comprised of about 90 percent men. Women and children were present, but they were a small minority, no doubt included to boost the sympathy factor. When caravan males tried to storm the San Ysidro border crossing in late November, and again this week, the Border Patrol turned them back with tear gas.
The presence of women and children caused an outcry in the media. But none reported that the men thrust women and children forward as human shields, while they pelted the Border Patrol with rocks.
Every migrant interviewed by Horowitz said that they joined the caravan for economic reasons. None cited danger or violence at home. The migrant caravans are also complicating an already difficult job for border agencies.
Preoccupied with those attempting to cross, they cannot simultaneously protect the more remote areas of the border, leaving many opportunities for drug smugglers and terrorists to enter the United States.
CAIR Supports
In December of 2018, the Council on American Islamic Relations announced it intends to amass activists in San Diego to support the caravans:
“December 10, representatives of chapters of the Council on American-Islamic Relations (CAIR), the nation’s largest Muslim civil rights and advocacy organization, will join hundreds of other faith leaders from around the nation at a solidarity action for asylum seekers at the U.S.-Mexico border in San Diego as part of the “Love Knows No Borders: A Moral Call for Migrant Justice” mobilization, organized by the American Friends Service Committee (AFSC).” (Emphasis theirs.)
The AFSC is a nominally Quaker group with ties to the Communist Party USA and its Soviet overseers going back to the 1920s. AFSC has also formed an alliance with MECHA, the radical Latino group whose goal is to retake portions of the Southwest sold by Mexico to the United States in 1848.
Even without the caravans, however, recent Southwest border apprehension statistics show that at least 10-12,000 are coming to the border every week separately.
