Jorgensen, USCGR (R-CA-52) http://www.kirkjorgensenforcongress.com of Black Mountain Ranch, San Diego, California is running for the 52nd Congressional District of California represented by first term Congressman Scott Peters (D-CA-52).   Kirk Jorgensen was born on March 17, 1971 in Morristown, NJ; the family moved to San Diego, California in 1974.   Kirk graduated from the Army & Navy Academy in Carlsbad, CA in June 1990. In September 1990, Kirk was accepted at the University of Arizona in Tucson, Arizona on a Marine Corps Naval ROTC Scholarship, and received a Bachelor of Arts Degree in History Major and Political Science Minor in May 1994.   

 On May 13, 1994, upon to graduation from the University of Arizona, Kirk Jorgensen was commissioned as Second Lieutenant in the US Marine Corps.   Second Lieutenant Jorgensen reported to Delta Company for Officer Training at the US Marine Corps Base, Quantico, VA, and completed training on November 23, 1994.  Second Lieutenant Jorgensen was selected as one of the first US Marine Corps Counterintelligence/Human Intelligence Officers; he was assigned to the First Marine Expeditionary Force (IMEF), 1stIntelligence Company(1st Intel CO), 1st Counterintelligence Team.  On August 7, 1995 he was ordered to the Marine Air Group Task Force (MAGTF) Counterintelligence Agent’s Course in Dam Neck, VA and was accredited as a Marine Corps Counterintelligence Agent upon graduation on December 15, 1995.  On May 25, 1996 Second Lieutenant Jorgensen was promoted to First Lieutenant; First Lieutenant Jorgensen graduated from Basic Airborne School at Fort Benning. GA in October 1996.  On June 6, 1997, 1st LT Jorgensen deployed in support of Joint Task Force South West Asia to Manama, Bahrain to COMUSNAVCENT/FITH FLEET, N-2 HUMINT Exploitation Team, as Commander, HUMINT Exploitation Team; he executed counterintelligence and HUMINT missions to provide force protection from terrorism, espionage, and sabotage.  1st LT Jorgensen returned to CONUS on November 1977 and was assigned as the Executive Officer, 1st Intel Co, 1st HUMINT Unit.

On February 22, 1998, 1st LT Jorgensen deployed in support of JTF Kuwait to Al-Jahrah, Kuwait to USMARCENT, N-2 as Commander, HUMINT Exploitation Teams where he coordinated with Kuwait law enforcement, military, and intelligence personnel in order to thwart terrorism, espionage, and sabotage against US and Allied Forces.  He returned to CONUS on May 24, 1998 and on June 15, 1998, 1st LT Jorgensen was ordered to MAGTF Intelligence Officer’s Course and Special Intelligence and Amphibious Intelligence Course in Dam Neck, VA.  1st LT Jorgensen was promoted to Captain on September 1, 1998.   In December 1998 Capt Jorgensen was accredited as a Counterintelligence Agent for the Defense Intelligence Agency.  In May 1999, Capt Jorgensen was selected to attend the elite CIA training and graduated from “The Farm,” with the highest accreditation in December 1999; following his certification as a CIA Case/Operations Officer.

On October 10, 2000, in support of Defense Intelligence Agency HUMINT Operations, Capt Jorgensen deployed to the Balkans where he facilitated the apprehension of persons indicted for War Crimes and genocide. Furthermore, he supervised protracted operations that led to the arrest of several criminals and high profile Persons Indicted for War Crimes (PIFCs) who were delivered to the Hague for successful prosecution. He returned to CONUS on April 6, 2001 and supervised sensitive intelligence and HUMINT collection operations.  He also briefed General Officers and Congressional Staff on technical collection and offensive Technical Surveillance Countermeasure efforts within the Department of Defense, and provided guidance and performance requirements for joint military personnel and assigned DIA civilians.

On February 11, 2002, Capt Jorgensen was ordered to Camp Pendleton, CA as Commanding Officer, CI/HUMINT Company, 1st Intelligence Battalion, MEF HQ Group (MHG), I MEF.  He trained, equipped, and directed 162 marines, soldiers, and civilian contractors (Arabic Linguists) prior to and throughout combat operations in Iraq.  On October 31, 2002, Capt Jorgensen deployed to Kuwait in support of Operation Iraqi Freedom, reporting to 1st Intel BN, MEF HQ Group, I MEF, AS Commanding Officer CI/HUMINT Company (reinforced).  Subsequent his command entered southern Iraq in 2003 and was involved in combat operations leading up to Baghdad.  During Operation Iraqi Freedom, Capt Jorgensen commanded the largest Marine Corps deployment of Counterintelligence/Human Intelligence forces in history.  The Marines under his command are credited with obtaining the critical intelligence that led to the successful rescue of 7 US Prisoners of War from Saddam Hussein’s Iraqi Forces.  He returned to CONUS on July 1, 2003, and was assigned to as Battalion Operations Officer of the 1st BN, MEF, HQ Group, I MEF. On March 1, 2004, Capt Jorgensen was honorably discharged from the US Marine Corps.  He is the recipient of the Defense Meritorious Service Medal, the Joint Service Commendation Medal, Joint Service Achievement Medal, 2 Navy/Marine Corps Achievement Medals, Navy/Marine Corps Presidential Unit Citation, 2 Joint Service Meritorious Medals, 2 Navy/Marine Corps Meritorious Unit Commendations, NATO Medal, Navy/Marine Corps Parachute Insignia, and various service and campaign medals.

Following his Honorable Discharge from the US Marine Corps in March 2004, Kirk Jorgensen began his business career in San Diego providing technology and management consulting working as a senior Counterintelligence Analyst and Project Manager for Booz Allen Hamilton.  Leading a team of 39 scientists, lawyers, and military experts; Kirk and his team have assisted the US Navy Space and Naval Warfare Systems Command with identification and evaluation of critical technologies and their impact on US defense capabilities.  Most recently, Kirk consulted for the US Navy SEALs in Coronado, CA regarding special operations support to Irregular Warfare.  Kirk is an Eagle Scout and a lifetime member of the National Eagle Scout Association, a member of the Marine Corps Counterintelligence Association, the University of Arizona Alumni Association, San Diego GOP Reagan’s Club, the NRA, is a life member of the VFW, the Navy League, and the American Legion.  Kirk has volunteered for the Boys & Girls Club and often volunteers as an athletic coach with children in the San Diego communities of 4S Ranch, Rancho Penasquitos, and Carmel Valley.  Kirk has been married for 12 years to Dr. Georgine Jorgensen, a family physician and small business owner in Encinitas, CA; they are proud parents of two sons, Erik age 8 and Nate age 4.  The Jorgensens are active members of St. Therese Catholic Church in Carmel Valley, CA.

On May 13, 2005 Kirk Jorgensen affiliated with the US Coast Guard Reserve, he received a direct commission as a Lieutenant in the US Coast Guard Reserve on August 2, 2004 and was assigned to harbor Defense Command110/Naval Coastal Warfare Squadron in Imperial Beach, CA.  On July 1, 2007, LT Jorgensen was ordered to USCG Port Security Unit 311 in San Pedro, CA as Operations Officer. On December 1, 2008, Lieutenant Jorgensen was recalled to active duty to deploy in support of Operation Enduring Freedom to Kuwait Naval Base, Kuwait and reported to USN/USCG Combined Task Group 56.5 as Coast Guard Operations Officer/Command Intelligence Officer, and made subsequent deployments to Iraq and Bahrain on assignment.  He served as the Coast Guard Representative to US Army, Kuwait intelligence community working group, conducted liaison with law enforcement agencies, with the Coast Guard Counterintelligence Service, NCIS, and US State Department Diplomatic Security Service.  He was also the Action Officer for the Commandant of the Coast Guard’s sole visit to Iraq.  Lieutenant Jorgensen returned to CONUS on July 3, 2009 and was demobilized from Active Duty. Lieutenant Jorgensen was promoted to Lieutenant Commander on December 1, 2010 and was assigned as Executive Officer, Port Security Unit 311.  He is the recipient of the Coast Guard Commendation Medal, the Army Commendation Medal, the Coast Guard Achievement Medal, Navy/Marine Corps Achievement Medal, Coast Guard Presidential Unit Commendation, and various service and campaign medals.
