The Combat Veterans For Congress PAC is endorsing the 72nd Combat Veteran For Congress; he is a fiscally conservative candidate who will work to rein in the out of control spending by the Congress and the Obama Administration.  He will work toward unleashing the private sector to grow once again, create jobs, and stimulate private sector business investment.  Col Scott G Perry, Pennsylvania Army National Guard (PA-ARNG) (R-PA-10) http://www.patriotsforperry.com resides in Dillsburg, PA and is a 31 year veteran of the Pennsylvania Army National Guard.  Colonel Perry won the Republican Primary in the 10th redistricted Congressional District of Pennsylvania and is running for the seat held by retiring US Congressman Todd Platts (R-PA-19).  Scott Perry was born in San Diego, California on May 27, 1962, was raised in Dillsburg, Pennsylvania in his youth, and graduated from Northern High School in Dillsburg and the Cumberland Perry Vocational Technology School in Mechanicsburg, PA in June 1980.  In June 1989, Scott Perry received an Associate’s Degree from Harrisburg Area Community College in Harrisburg, PA, and in June 1991, Scott received a Bachelor of Science Degree (BS) in Business Administration Management from Pennsylvania State University in University Park, PA.  Col Perry graduated from US Army Command and General Staff Officer Course at Fort Leavenworth, KS in June 2003.   He is currently enrolled in US Army War College in Carlisle, PA and will graduate in July 2012. 
 

On August 6, 1980, Scott Perry was sworn in the Pennsylvania Army National Guard in Harrisburg, PA.   Private Perry attended basic training at Fort Dix, NJ, and Advanced Individual Training at Fort Belvoir as a technical drafting specialist in 1981.  In May 1983, Private First Class Perry entered the Officer Candidate School for the Pennsylvania Army National Guard Military Academy in Annville, PA, and was commissioned a Second Lieutenant in the Field Artillery Branch of the Pennsylvania Army National Guard on May 19, 1984.  2nd Lt Perry graduated in June 1985 from the Aviation Officer Basic Course at Fort Rucker, Alabama and Aviation Advance courses in December 1986; he was promoted to First Lieutenant on May 18, 1987.  From December 1986 thru August 1990, 1st Lt Perry continued his Aviation Advanced training at Fort Rucker, and Fort Indiantown Gap in Annville, PA while filling billets leading up to Troop Commander/Det 1, 1/104th Cavalry; he was promoted to Captain on September 6, 1990.  Captain Perry continued Aviation Advance training while filling billets leading up to Assistant G3; he was promoted to Major on July 13, 1998.  From July 1998 thru April 2002, assignments included Brigade S2, and Squadron Executive Officer.  Major Perry was mobilized for deployment to Bosnia in May 2002 as the Task Force Executive Officer for Task Force Saber; the Task Force returned to Fort Indiantown Gap, Annville, PA to demobilize in March 2003.  From May 2003 to February 2005, assignments included Squadron Executive Officer and Logistics/Maintenance Officer; on March 14, 2005 Major Perry was promoted to Lieutenant Colonel.  From March 2005 thru January 2008, Lt Col Perry subsequently filled billets as Aviation Safety Officer, and as Aviation Branch Chief.  For combat duty in Bosnia, Major Perry was awarded the Meritorious Service Medal, the Joint Services Commendation Medal, the Armed Forces Expeditionary Medal, the NATO Medal, and a number of service and campaign medals.
 

In February 2008, Lt Col Perry took command of the 2-104th General Support Aviation Battalion.  In October 2008, the unit was activated and mobilized for active duty at Fort Sill, Oklahoma.  Even though Lt Col Perry did not have to serve in combat, because he was the elected Representative from the 92nd Legislative District of Pennsylvania, he elected to deploy to Iraq with his unit.  In January 2009 Lt Col Perry deployed as Task Force Diablo Commander, the unit’s combat mission designation, in support of Operation Iraqi Freedom. The deployment equipment configuration included 12 Chinook Helicopters (CH-47), and 8 Utility Helicopters (UH-60); the operational strength grew to 47 operational aircraft including Apache Attack Helicopters (AH-64D), and personnel strength under his command expanded to approximately 1000 personnel.   The Task Force was credited with flying 1,400 missions, accruing 13,000 combat flight hours, transporting over 3 million pounds of cargo, and 43,000 soldiers/passengers.  As Task Force Commander, Lt Col Perry flew 44 missions, accruing nearly 200 combat flight hours.  Upon successfully completing the unit’s mission assignments, Lt Col Perry returned to Fort Indiantown Gap, Annville, PA in January 2010, and returned to his duties as the Representative for the 92nd Legislative District when he was released from active duty on February 1, 2010.   For combat duty, Lt Col Perry was awarded with the Bronze Star Medal, and various campaign and service medals.  In April 2010, Lt Col Perry was transferred to the Headquarters, 116th Regiment Regional Training Institute of the Pennsylvania Army National Guard at Fort Indiantown Gap.  On February 5, 2011, Lt Col Perry was promoted to Colonel, and given command of Headquarters, 116th Regiment Regional Training Institute.  Col Perry is qualified in the OH-58 A/A+C (Kiowa), UH-1 (Huey), OH-6 (Cayuse), AH-1 (Cobra), CH-47 (Chinook), UH-60 (Blackhawk), and the AH-64 (Apache).  Col Perry’s military awards include the Bronze Star Medal, the Army Meritorious Service Medal, the Army Joint Service Commendation Medal, the Army Commendation Medal, (with Oak Leaf Cluster for second award), the Army Achievement Medal (with 2 Oak Leaf Clusters for a second and third award), the NATO Medal, the Master Army Aviator Badge, and multiple campaign and service medals.

In 1993, Scott Perry formed his own mechanical contracting firm, Hydrotech Mechanical Services, Inc. in Dillsburg, PA.  The company provides contract construction and maintenance services to municipal and investor-owned utilities from North Carolina to New York and specializes in large meter calibration.  Scott Perry was elected as the Representative of the 92nd Legislative District of Pennsylvania in November 2006, was sworn in in January 2007, and is serving in his third term.  Representative Perry is assigned to the Appropriations, Consumer Affairs, Labor Relations, Veterans Affairs, Emergency Preparedness, and Rules Committees.  He remains a small businessman running his own firm, while serving in the state legislature.

Col Perry has been endorsed by Republican Party of Pennsylvania to run for the Congress in the 4th Congressional District, by Governor Corbett, Lt Governor Cawley, every member of the Republican caucus, who overlaps the 4th Congressional District, the National Rifle Association (A Plus Rating), Citizens United Of PA, Automotive Association of PA, Bankers Association of PA, the Credit Union Association of PA, Harness Horsemen’s Association, the Minuteman Project, and many others.  Col Perry was active in the Dillsburg Jaycees and held the office of Regional Director for the state organization of the Jaycees.  He was on Dillsburg Revitalization Committee, is the past President of the Dillsburg Well-Head Protection Association, and the former Chairman of the Carroll Township Planning Commission.  He is also a Life Member of the NRA, a member of the American Legion, the VFW, currently serves on the York County Executive Committee of the Republican Party; he previously served 8 terms as a member of the County Republican Committee from Carroll Township.  Scott is the past President of the Pennsylvania Young Republicans, the Republican Club of York, the former President of the Northern York County Republican Club, and the York County Young Republicans, he was a member of the Pennsylvania young Republicans, and he served as township supervisor.   Col Perry has been married for 4 years to his wife Christy, and they are the parents of two daughters Ryenn age 3 and Mattea who is one year old.   Col Perry and his wife attend the Franklintown Brethren Church in Franklintown, Pennsylvania.
