The Combat Veterans For Congress PAC is endorsing the 97th Combat Veteran For Congress in 5 years; he is a fiscally conservative candidate who will work to rein in the out of control spending by Congress and the Obama Administration, reduce the national debt, strongly support a strong US military, support the freedom & independence of the individual, and will work toward unleashing the private sector to grow, create jobs, and stimulate private sector business investment once again.  Former SSgt Edward P. MacDougall, USA of Cutler Bay, Florida is running for the 26th Congressional District of Florida represented by one term Congressman Joe Garcia  (D-FL-26).  Cong Garcia, more than any other member of Congress, is responsible for promulgating and continuing the oft told lie about the flawed Obama Care Bill that “If you like your doctor you can keep your doctor”, and “If you like your health care insurance you can keep your health care insurance.”  Cong Garcia’s has been quoted as saying, communism works, and his Chief of Staff was arrested, convicted, and is serving time for Voter Fraud.  Ed’s father served in the US Navy in WWII.  Ed MacDougall was born on February 8, 1949 in Tampa Bay, Florida.  Ed moved to Miami in 1965, attended Palmetto Senior High School in Miami, Florida, Ed left high school when he turned 18 in February 1967 to join the US Army, and subsequently received his GED high school diploma while serving in the US Army.  In August 1973, Ed graduated from Miami-Dade Junior College in Miami, Florida with an Associates in Arts Degree.  In December 1976, Ed graduated from Florida International University in Miami, Florida with a Bachelor of Science Degree in Criminal Justice.   

On March 6, 1967, Ed MacDougall was sworn into the US Army at the US Army Induction Center in Coral Gable, Florida.  Recruit MacDougall immediately reported to basic training at Fort Benning, Georgia and graduated in May 1967.  Following boot camp, PVT MacDougall went to 11 weeks of Army Communications School at Fort Gordon, GA.  Upon graduation in July 1967, PVT MacDougall deployed to Okinawa; he was assigned to the US Army STRATCOM Communications Battalion at Fort Buckner; he requested reassignment to Vietnam.  On October 1967, PVT MacDougall was promoted to Private First Class, and in April 1968, PFC MacDougall was promoted to Specialist Fourth Class.  On July 13, 1968, he returned to Florida to marry his high school sweetheart.   Following his stateside leave, E-4 MacDougall deployed to Tan Son Nhut Air Base in Saigon, Vietnam, arriving on  July 31, 1968.  Within one week, he was transferred to I Corps to the 1st Signal Battalion in Da Nang.  E-4 MacDougall was promoted to Sergeant in January 1969, received a Top Secret Crypto Speed Cat clearance,  and was assigned to courier duty.  Sgt MacDougall traveled extensively throughout Vietnam from Dong Ha at the DMZ to Saigon via Huey aircraft and convoys to deliver classified data and re-established communications as a courier.  In the course of his travels throughout Vietnam, he was exposed to direct combat from small arms ground fire and rocket attacks at different bases where he was delivering classified information as a courier.  Sgt MacDougall was transferred back to CONUS on July 29, 1969.  Sgt MacDougall was awarded with the Vietnam Service Medal, the Vietnam Campaign Medal, and various Service Medals.

Upon returning stateside, Sgt MacDougall was transferred to the US Army Communications Center at USASTRATCOM, Stewart Air Force Base, New York.  When he was accepted for service in the Miami Dade Police Department, Sgt MacDougall received an early discharge from the US Army on February 15. 1970, and processed out at the US Military Academy, West Point, New York.  From 1970 to 1973 Sgt MacDougall was an Inactive Army Reservist until his Honorable Discharge in March 1973.  On August 12, 1975, while serving with the Miami Dade Police Department, Sgt MacDougall re-enlisted in the US Army Reserve and was assigned as a Communications Specialist with the 478thCivil Affairs Company 5601, U S Army Reserve in Coral Gables FL.  On January 12, 1977, Sgt MacDougall was promoted to Staff Sergeant and requested transfer to Company C, 3rd Special Forces Battalion, 20th Special Forces Group in Fort Lauderdale, FL; he worked with an A Team as the Communications Specialist.   He went thru airborne training at Fort Benning, GA and qualified on July 19, 1977. When his undercover police duties required him to grow a beard and long hair, it was determined that this was not conducive to  continued service in Special Forces, so on April 27, 1979, SSgt MacDougall received an Honorable Discharge from the Florida Army National Guard. 

Several days after his Honorable Discharge from the Florida Army National Guard, Edward MacDougall was hired by the Miami Dade Police Force.   As a Law Enforcement Officer, Officer MacDougall served as a patrol officer, a motorcycle officer, a detective, and an undercover narcotics officer.  While in law enforcement, Officer MacDougall was promoted to Police Sergeant in 1980, and he received 12 commendations while serving in the Miami Dade Police Department.   After 12 years of service as a Police Officer in the Miami Dade Police Department, Sergeant Ed MacDougall left in 1982 to develop his interest in real estate and finance; he formed Choice One Companies.  Choice One Companies is a real estate and finance company located in the Town of Cutler Bay, Florida that has grown over the last 33 years from a start up to a multi-million dollar company with five corporations. 

Ed  decided to serve his community after his company was operating efficiently, and in November 2006 was elected to the Town Council; he was subsequently elected to serve as Vice Mayor of the Town of Cutler Bay for four years.  In 2010, Ed ran for Mayor and in November 2010 was elected; during his mayorship he brought 35 elected officials and seven large cities in Southern Florida together using $500 million in private equity funding to produce the largest Property Assessed Clean Energy (PACE) District  in the United States, which created thousands of jobs, and will fund energy efficiency improvements for homes and commercial buildings.  It includes seven municipalities consisting of the Town of Cutler Bay, the Village of Palmetto Bay, the Village of Pinecrest, the City of South Miami, the City of Coral Gables, the City of Miami, and the Village of Miami Shores.  All the elected officials of each Municipality voted yes to form the PACE District.  Ed MacDougall is a consensus builder, and this was the first time that a unanimous vote was obtained from all the elected officials in all the above listed cities who voted to support one ordinance, and the PACE District was formed with no capital investment by taxpayers, just private equity investments.

Ed MacDougall is a member of the American Legion,  the VFW, the NRA, The Vietnam Veterans of America, The Heritage Foundation, Chair Emeritus of the South Dade Economic Development Council, and has served on the Board of the Military Advisory Committee, the Board of the South Dade Economic Development Council, and on the Board of the South Dade Chamber of Commerce.   Edward MacDougall has been endorsed by retired Miami Dade Police Department Director Fred Taylor, Miami business leader Norman Braman, and a coalition of Veterans Groups led by Luis Lalama.  Ed and his wife Barbara of 45 years are members of the Holy Rosary Church in Cutler Bay and are proud parents of a son Robert age 43, a daughter Kristin age 41, and they also have four grandchildren ages 9 years to 18 years of age.
