Combat Veterans For Congress---Embedded Integrity

The Combat Veterans For Congress PAC is endorsing the 132nd Combat Veteran For Congress in 10 years; Gunnery Sergeant Alan T. Hoover, USMCR of Ortonville, Michigan.  He is a fiscally conservative candidate who believes in limited government, wants to rein in the out of control spending by irresponsible members of Congress, work to reduce taxes and the national debt, will work toward continue unleashing the private sector to create more jobs, and will support the freedom & independence of the American people.  He will rebuild the strength of the US military, will protect & support the 2nd Amendment, will work to get Congress to work together, and secure the borders of the Republic in order to prevent the entry of Illegal Aliens, terrorists, opioids, and drug smugglers.  GySgt Hoover served his country proudly in the US Marine Corps Reserve for 20 years volunteering for 5 deployments consisting of combat and support of combat operations roles.  He has had experience with many diverse cultures including in 19 Countries globally as an Advanced Foreign Security Force Adviser.  GySgt Hoover is running in the 8th Congressional District of Michigan, for the seat of 1 term Representative Elissa Slotkin (D-MI-8).

Elissa Slotkin has repeatedly voted against her constituent wishes including the recent vote for the impeachment of President Trump, demonstrating a pattern of behavior in support of special interest groups.  She voted in opposition to a tax reduction, voted against securing the wide open southern border against drug smugglers, terrorists, and the entry of opioids, voted to call President Trump a racist, voted to call for Attorney General Barr in contempt of Congress, Cosponsored measure to keep recruiting Transgender members into the US Armed Forces, Cosponsored the Equality Act which allows transgender men to compete in women’s sports & denigrate Christianity, Cosponsored measure to raise the minimum wage that would be detrimental to small business, etc.  She cleverly uses words to imply military service and allows her constituency to believe she is a veteran.   She ran as a “moderate” with promises to reach across the aisle but has done no such thing. She has consistently gone against the wishes of her constituents and needs to be made a onetime congresswoman.

Alan’s grandfather PFC John Toth, USA served in WWII.  Alan’s other grandfather, Petty Office 3rd (BT3) Herbert Hoover, USN served in the Korean War.  Alan’s father, Lance Corporal Alan Hoover, was a machine gunner in the US Marine Corps, during the Vietnam conflict and was Honorable Discharged in in August 1981.  Alan Hoover was born on February 1, 1981 in Ypsilanti, Michigan; the family moved a number of times and Alan primarily spent his youth in Holly, Howell, Wyandotte, and lived in River Rouge, MI where he attended River Rouge High School; he played varsity baseball, varsity cross country, varsity track and graduated in June 2000.  Alan studied online with American Military University and received a Bachelor of Business Administration Degree, Magna Cum Laude in June 2018.  Alan is currently studying online with American Military University and working to obtain a Masters in Business Administration Degree.

On August 29, 2000, Alan Hoover was sworn into the US Marine Corps at the Military Entrance Processing Station in Troy, MI.  In June of 2001, Alan Hoover reported to recruit training at Marine Corps Recruit Depot, Parris Island in South Carolina for basic and advanced training, in October he was promoted to Private.  Immediately following bootcamp in November 2001, he was promoted to Private First Class, PFC Hoover attended Marine Combat Training at Camp Geiger, North Carolina before attending Field Radio Operators Course in Twentynine Palms, California.  After becoming fully trained as a rifleman, radio operator, and satellite-communications operator, PFC Hoover reported to Headquarters and Service Company, 1st Battalion, 24th Marines of Michigan in 2001.  On September 1, 2002, PFC Hoover was promoted to Lance Corporal.

On October 1, 2005, LCpl Hoover was promoted to Corporal.  In June 2006, Corporal Hoover was mobilized as part of Operation Iraqi Freedom with Regimental Combat Team 5, 24th Marines, 4th Marine Regiment in 2006.  Corporal Hoover and his unit operated out of Camp Baharia, a forward operating base of Camp Fallujah. As a communications line operator, Cpl Hoover was responsible for providing, maintaining and securing tactical communications at entry control points, observation posts, the company mobile guard force and the quick reaction force in a hostile environment.  Cpl Hoover was a point man and breacher for his fireteam while responding on quick reaction force missions.  Cpl Hoover also served as the guard force Non-Commissioned Officer and managed life support functions as police sergeant within the forward operating base.  He returned to CONUS in June 2007.

When he was not providing communications or assisting in combat patrols, he personally built a base barbershop and volunteered to care for Wounded Marines.  He also supported Navy Seal Team logistical requirements needed for facilitating training of local Iraqi Forces.  For his strong performance, Corporal Hoover was recognized as the Battalion’s Non-Commissioned Officer of the Quarter.  Cpl Hoover was promoted to Sergeant in April of 2007 and completed Sergeants Distance Course while abroad.  Sgt Hoover was awarded the Navy and Marine Corps Achievement Medal for participating in 50 combat missions, providing communications for command and control, managing 500 camp service requests in coordination with civilian contractors and providing more than 600 military and civilian personnel with critical base life support services.

On November 1, 2010, Sgt Hoover was promoted Staff Sergeant.  In December 2011, SSgt Hoover deployed as a Foreign Security Force Advisor in support of Operation Enduring Freedom.  He was forward deployed in Burundi, Africa (specific locations protected by non-disclosure agreements) with Special Purpose Marine Air Ground Task Force 12-2, 3rd Force Recon, Team 2.  The team was tasked with training the Burundian National Defense leaders on the capabilities and tactical employment of direct-action (combat missions) infantry platoons.  SSgt Hoover served as a communications enabler, infantry enabler, and was a key member of the company level intelligence cell.  He personally trained Burundian soldiers in single channel radio tactical operating procedures as well as training and evaluating Burundian soldiers on tactics, operations, and employment of direct-action weapons and equipment.  Given the team arrangements in Burundi, and the required daily distance traveled to training areas throughout the country (over 100km a day), anti-terrorism force protection (ATFP) requirements were of the highest priority.

SSgt Hoover provided invaluable assistance to the team Human Exploitation Team (HET) Marine efforts to collect intelligence on over 50 routes critical to maintaining proper ATFP posture in a very dynamic, high threat environment.  This was no small feat—during the mission, there was no host nation agreement and therefore Marines on the ground were not authorized to carry weapons, thus emphasizing the danger and importance of SSgt Hoover’s responsibilities.  SSgt Hoover and Force Recon strengthened the relationship and developed cooperation between US and Burundian forces.  Staff Sergeant Hoover was awarded another Navy and Marine Corps Achievement Medal for providing invaluable intelligence support and preparing the Burundi Defense Force for future combat operations in Somalia.  SSgt Hoover was personally recognized with certificates of appreciation from the Burundi Chief of General Staff, General Major Niyombare  Godefroid and Major Daniel Ebert, (United States) Senior Defense Official Attaché, Burundi.  He returned to CONUS in January 2013.

While attending University of Michigan Dearborn Campus in 2013, Alan was a lead organizer for student Veteran advocates.  He assembled a team of Veterans, members of Student Veterans of America (SVA), as an Officer to start the movement that ultimately became a catalyst for Congress to pass H.R.3230 to change in-state tuition policy for all student Veterans within the US.  Under the new bill, Veterans and their dependents are now recognized as "in-state" tuition-based students instead of the more expensive "out of state" tuition.  This positively resulted in saving the taxpayers and the Veterans Affairs (VA) millions of dollars on education.  The bill assisted student veterans with thousands of dollars in tuition that would have otherwise been subsidized by yellow ribbon programs, scholarships, or out of pocket expenses such as student loans.

On June 1, 2017, SSgt Hoover was promoted to Gunnery Sergeant. In September 2017, GySgt Hoover deployed in support of Operation Freedom Sentinel and Operation Inherent Resolve.  He deployed forward into the Kingdom of Jordan (3 Classified locations protected by non-disclosure agreements) with Central Command Security Cooperation Team 18-1 (later 18-2) and Task Force 51/5th Marine Expeditionary Brigade.  During this mission, similar to his African campaign, he served as a communications enabler, team chief and infantry enabler, responsible for training King Abdullah’s company leadership on the capability and tactical employment of infantry brigades within a kinetic environment.  GySgt Hoover finished with his bachelor’s degree in Business Administration (magna cum laude) from American Military University while in country and he personally received a certificate of appreciation from Sheikh Mohammed Binzayed Al Nahyan for advising and training the Kingdom of Jordan’s Quick Reaction Force Brigade.  He returned to CONUS in February 2019.            

Between the above listed deployments Alan created 3 of his own companies and worked as a former UPS union member where he was promoted to management for nearly 6 years.  He worked as a general contractor and laborer for 10 years in home construction and spent 6 years as a contractor in the Veteran’s Internship Program for the Big Three Auto where he conducted analyses within Product Development and Engineering while advocating for Veterans.  Alan played a key role paving the way for higher pay and more jobs for Veterans within the Big Three Auto Industry.  Alan values creating opportunities for the people of Michigan as well as shining a light and supporting Veterans from around the country.

Alan Hoover is a Marine Combat Veteran who understands leadership, technology, business, and the importance of lifelong learning.  Gunnery Sergeant Hoover is the recipient of the Navy and Marne Corps Achievement Medal (2 Gold Stars for 3rd  award), the Navy Unit Commendation Ribbon, Navy Meritorious Unit Commendation Ribbon, Sea Service Deployment (with 4 Bronze Stars for 5thaward),  Global War On Terrorism Expedition Medal (Jordan), and numerous Service and Campaign Medals.  On December 29, 2019 Gunnery Sergeant Hoover declared his candidacy to run for Congress.

Alan is a member of the American Legion,  the VFW, the NRA, and The Marine Corps League.  Alan and his wife Lara are active members of the Mount Zion Church in Independence, MI and are proud parents of Alan Hover II (age 13) and their two-year-old toddler, Axel.
